Create the Local-to-Policy Learning Route - Establish a method for consolidating evidence and lessons from local initiatives into concise findings that can be presented to relevant government, institutional, commercial or public-interest stakeholders. The purpose is not to generalise prematurely from individual projects, but to identify repeated patterns and demonstrated interventions that may justify wider adoption or policy attention.

Capture Measurable Local Results - For each selected initiative, define what evidence should be retained to demonstrate activity, progress, obstacles, results and lessons learned. Use the PHC project structure to preserve this information so that successful or unsuccessful interventions can be evaluated rather than disappearing into anecdotal reporting.

Select Initial Grassroots Test Cases - Identify a small number of existing or proposed local initiatives that can be used to test the Analysis-to-Action approach. Prefer initiatives where the problem is visible, locally relevant, capable people or organisations can be identified, and practical progress can be evidenced without waiting for major external intervention.

Define the Analysis-to-Action Process - Define a simple process for converting an identified development problem from diagnosis into an accountable practical response. The pathway should identify the desired outcome, the evidence supporting the problem, what can be acted upon locally, who can act, the smallest useful intervention that can begin, and what evidence will demonstrate progress.
