This project captures the formation of a possible Nigeria-based Local Content Readiness service or consultancy partnership. The immediate purpose is to define the opportunity, clarify roles, capture early evidence, identify requirements, and assess whether a viable service can be developed with PHC Service support.

The purpose of this project is to explore and form a Nigeria-led Local Content Readiness service, supported by PHC methods, that helps local teams, suppliers, projects and institutions turn local content ambition into credible evidence, practical capability and management-ready action. The project begins with Michael-Ubini Oluseyi as the local opportunity originator and David Winter / PHC Service as formation support. Its purpose is not to take the opportunity away from local leadership, but to help Michael and suitable Nigerian colleagues define, evidence, govern and carry it with greater confidence.

The strongest success would be local people gaining practical project, supplier, training and career evidence through a repeatable PHC-supported method.

PHC's role is to provide structure, discipline and evidence. PHC records the project reality: questions, assumptions, risks, actions, decisions, people, documents, readiness checks, time chunks and evidence. It helps stop the opportunity from becoming vague, overstated or personally dependent on memory and goodwill. PHC does not claim official authority, certification status or NCDMB endorsement. It supports readiness, governance and practical assurance by making the work visible, traceable and reviewable.

7. The Role of Order Efficiency

Order Efficiency, through David Winter, can support the opportunity as service architect, professional encourager, governance helper, proposal reviewer and meeting participant where appropriate. David may morally and professionally endorse Michael and local colleagues when the evidence supports that endorsement. Order Efficiency's role is also to promote the PHC Service as a method that can help not only this formation project, but also the businesses and local participants touched by the future Local Content service. This role must remain fair, transparent and commercially controlled, especially while payment is deferred or undefined.

8. Legacy Stakeholders

The stakeholder model starts with Michael as local originator and likely Nigeria-facing lead, David/PHC as support and service-method provider, and possible trusted local colleagues as future delivery participants. Victor or others may be invited later only if there is a clear role and benefit.
