Background

Against this backdrop, Springfield Nuclear Power Company has proposed a new-build generating facility intended to secure long-term energy supply, support regional employment and demonstrate that the town can deliver a major infrastructure programme without relying entirely on optimism, emergency doughnuts or the personal assurances of its owner.
The initiative is deliberately fictional. It is not based on confidential information, does not reproduce the delivery arrangements of any single live nuclear programme and does not claim nuclear design, licensing or operational authority. It is a PHC capability model: a structured environment in which realistic project information, Concerns, risks, actions, interfaces, decisions, plans and assurance records can be developed and tested.
