AfCFTA Implementation & Trade Readiness is an independent PHC Public Interest project established to monitor the gap between the African Continental Free Trade Area’s legal and policy framework and its practical commercial usability.
The project will maintain evidence concerning the conditions that determine whether businesses can actually make use of AfCFTA across specific countries, sectors, products and trade corridors.
Rather than treating AfCFTA as a single continent-wide condition that is either “ready” or “not ready”, the project will examine the practical factors that determine usability, including tariff schedules, Guided Trade Initiative participation, rules of origin, services offers, customs and documentation processes, national implementation structures, payment systems, domestic regulation, infrastructure and business awareness.
PHC will use Concerns, evidence, actions, proposals and periodic assessments to maintain a continuously updated picture of implementation progress, obstacles and opportunities.
No absolute barrier has been identified at this stage. The current barriers are conditional governance gates rather than reasons to abandon the project.
The AfCFTA Implementation & Trade Readiness project is in early formation. The project remains viable, but it is not yet ready to move into external commercial readiness assessments or implied public endorsement. Current work is focused on converting the project from an interesting opportunity into a controlled PHC project with clear governance, evidence handling, contributor boundaries and decision gates.
The most significant recent development is the receipt and review of an external professional critique. That review did not invalidate the project. Instead, it usefully identified the controls that should be in place before the project becomes externally active: governance before monetisation, independence of findings, explicit billing boundaries, careful attribution, evidence-baseline control, and separation between internal Concerns and public-facing readiness findings.
The project should therefore be understood as active but gated. PHC can continue project definition, narrative development, proposal preparation, Concern processing and internal evidence building. Paid or externally relied-upon readiness assessments should wait until the relevant governance gates are documented and operational.

Locations: The AfCFTA framing implies Nigeria, West Africa and potentially wider corridor contexts, but the first geography/corridor should remain deliberately open until project baseline work clarifies the most credible starting point.
