What PHC is and is NOT
Project Health Control (PHC) Service is a structured governance, assurance, and delivery framework designed to increase the probability of success of complex projects across humanitarian, governance, and commercial contexts.
PHC Service operates by providing visibility, accountability, and continuity of decision-making through documented concerns, actions, time-recording, validation, and contextual narrative. It treats governance, coordination, and competence as real inputs to a project — not as invisible or assumed goodwill.
What PHC Service IS

What PHC Service IS NOT
- Not a volunteer labour scheme or “pro-bono by default”

- Not an ideology or economic doctrine
- Not a substitute for leadership, ownership, or funding responsibility
Funding and Payment Position
PHC Service is not provided on a volunteer basis. Governance, coordination, and assurance are professional responsibilities and are treated as such.
PHC operates with flexibility in timing: validated charges may accrue and become payable when project funds are available (donor, public budget, or operational revenue). This allows governance and credibility to be established early without disguising governance as unpaid labour or creating hidden expectations.
Relationship to Pro-Bono and Recognition Systems
PHC Service itself is not a pro-bono activity, but it can coexist alongside volunteer contributions and recognition systems.
Where individuals contribute unpaid or underpaid work outside funded roles, PHC can provide structured, verifiable evidence of that contribution (what was done, when, and what outputs resulted). PHC does not assign “worth” or moral value - it records facts + context. Any external system may interpret PHC evidence independently.
PHC Port stores and organises PHC records. PHC Service is the method + people + routines that create and maintain them.
