Students without access to technology or stable home environments fall behind academically.

Increased local support for learning equity and digital inclusion.

Widening attainment gap and disengagement from education.

Support exists but is patchy and difficult to access consistently.

Action Strategy:
Deploy PHC Trainees to tutor or mentor students under supervision and track engagement.
