Description:
Serious violence affecting young people includes knife crime, robbery and criminal exploitation through county-lines networks, with violence and exploitation closely linked.

Desired Outcome:
A prevention-led and enforcement-backed system that reduces knife violence and identifies exploited children before serious harm occurs.

What Could Go Wrong:
Young people may be drawn into violent networks, carrying or using weapons, and communities may suffer repeated trauma and fear.

Current Situation:
ONS recorded 50,430 offences involving knives or sharp instruments in year ending September 2025, while Home Office reporting described thousands of county-lines arrests, line closures and exploited children supported; the Serious Violence Duty evaluation reported reductions in several areas.

Action Strategy:
Integrate school, health, policing and youth-service intelligence; focus on hotspots and exploiters; and track safeguarding outcomes as well as crime reductions.
