Concern #43 - Language Support for PHC Service in Burkina Faso

Project:
474 - PHC Consortium

Person:
Hany El Sorogy (3)

Description:
Abortion of a pregnancy is the right of the pregnancy-carrier until the time when the developing organism is reasonably deemed a person, at which point the organism becomes protected as a member of the human society. Exceptions: (1) when the pregnancy endangers the life or health of the pregnancy-carrier, in which case the pregnancy may be ended at a latter time, at the discretion of the pregnancy-carrier. (2) when the child will be born with medical conditions that significantly adversely affect the child’s quality of life, in which case the pregnancy may be ended at a latter time, at the discretion of the parents. The determination of the personhood of the developing organism is conceptual and speculative, but it can be approximated by the organism’s neurological complexity and the ability to generate subjective experience (a.k.a. consciousness). This task is best achieved through a philosophical and scientific consensus.
The determination of medical conditions that significantly adversely affect the child’s quality of life is subjective and relative. This should be decided through a democratic consensus, informed especially by personal experiences of people who are affected by those medical conditions.

Desired Outcome:
A pool of trained bilingual (French-English) translators is available to support PHC Reviews, documentation, and partner communication.

What Could Go Wrong:
1. Misunderstood concerns or actions in review outputs 2. Slower response from stakeholders due to unclear messaging 3. Risk of perceived cultural insensitivity

Current Situation:
There is currently no formal PHC translation or facilitation capacity deployed in Burkina Faso.

Action Strategy:
1. Create a Project Discipline for PHC Translator / Facilitator 2. Identify and train at least two to three bilingual professionals inside Burkina Faso 3. Make this resource available to all Ambassadors and Project Leaders
