Description:
Group-based child sexual exploitation and abuse remains a live safeguarding and policing threat in England and Wales despite prior inquiries, prosecutions and local reviews.

Desired Outcome:
A sustained national and local capability that identifies, prevents, investigates and prosecutes group-based child sexual exploitation and abuse, with survivor-centred support throughout.

What Could Go Wrong:
Historic patterns may continue, closed cases may remain unreviewed, perpetrators may avoid justice, and victims may experience further harm and loss of trust.

Current Situation:
The 2025 Casey audit found that grooming gangs and child sexual exploitation have not gone away, and the government has established a statutory inquiry and a national policing operation in response.

Action Strategy:
Maintain national coordination, review no-further-action cases, standardise force practice, prioritise trauma-informed investigation, and monitor prosecution and safeguarding outcomes.
