Current Situation:
The Home Office recorded 23,411 referrals of potential victims to the National Referral Mechanism in 2025, the highest annual total since the system began; government documents also note the hidden nature of the crime and barriers to identification.
Action Strategy:
Improve frontline identification, strengthen multi-agency ownership, reduce decision backlogs, and connect trafficking intelligence with local safeguarding and serious violence work.
