Description:
Eastern Democratic Republic of Congo is plagued by armed groups whose activities lead to civilian casualties, displacement, forced recruitment, intimidation, sexual violence, and food insecurity. The FDLR is a notable group, but the issue extends beyond any single organisation. The core problem is the lack of lawful, accountable security conditions that protect civilians from control, displacement, or exploitation by armed actors.
Desired Outcome:
All armed groups in eastern DRC are lawfully contained, disarmed, demobilised, repatriated where appropriate, prosecuted where necessary, or reintegrated through credible civilian-protective processes. Civilian protection, humanitarian access, child safeguarding, food security, and local reconciliation are prioritised as central outcomes.
What Could Go Wrong:
Blunt military action could lead to civilian reprisals, increased displacement, hardened ethnic narratives, and blocked humanitarian access. Ignoring or politicising the issue may allow armed actors to continue profiting from disorder, natural resources, fear, and local grievances.
Current Situation:
Multiple armed groups create a security environment where communities cannot reliably farm, trade, attend school, access clean water, report abuse, or return safely home. This results in food insecurity and displacement, accelerating child exploitation, forced recruitment, abuse, early marriage, and family breakdown.
Action Strategy:
Develop a visibility layer mapping armed-group impact by location, affected community, humanitarian consequence, and active response. Connect each area to verified humanitarian organisations, local civil society actors, protection services, food-security interventions, legal support, and reconciliation efforts.
