OPEN DWP - Social Benefits

OPEN DWP - Social Benefits is a non-disruptive Universal Credit pilot that helps volunteers produce a simple weekly record of actions, barriers and next steps using PHC “timechunk” logging and light mentor support. It improves clarity and evidence of progress without changing DWP processes or requiring access to DWP systems.
Benefits to participants: Beyond improved evidence of job-search activity, the pilot is designed to build confidence and capability. Volunteers learn a simple routine for organisation and follow-through (small daily “timechunks”), clearer written expression (what I did / what I tried / what blocked me / what’s next), and more constructive self-reflection. Over time this supports self-esteem, better problem-solving and “critical thinking” habits (naming barriers early, choosing next steps, and asking for the right help), while making progress feel visible and manageable week to week.


Progress

The OPEN DWP online proposal and supporting reference documents are complete and ready for initial review by UC work coaches, as a precursor to introducing the concept to Jobcentre management for consideration of a small pilot.

Core reporting structures are in place (timechunk/journal method + weekly summary output), and example reports are being produced to demonstrate how participant activity and barriers can be captured consistently and reviewed quickly.

Barriers

The main barrier is gaining access to the appropriate decision-maker(s) to agree a low-risk pilot structure (scope, cohort size, locality, and operational host), and to confirm named contacts for operational lead and evaluation.

Pilot readiness work is ongoing: finalising onboarding/training materials and confirming data handling, consent and safeguarding boundaries. Technical development of PHC Port is substantially complete for a pilot, but enhancements and refinements will continue during delivery.

Time constraints also exist due to claimant job-search commitments running in parallel with pilot preparation.

Further Work

  • Submit/confirm email brief to UC work coaches (Rekha and Joanne) with links to the online proposal, report and reference documents.
  • Align the legacy PDF and the online proposal so they describe the same pilot shape (scope, duration, cohort size, outputs).
  • Confirm pilot structure: local (Chelmsford-first) vs multi-centre; cohort size; duration; session cadence; success measures.
  • Confirm operational base/host, named operational lead, and evaluation contact; agree escalation route.
  • Finalise consent + data handling + safeguarding statements (clear “no DWP system access” boundary).
  • Produce pilot materials: onboarding guide, weekly summary template, “timechunk” how-to, and FAQs for participants.
  • Draft invitation and suitability screen for volunteer participants (self-select + coach referral).
  • Prepare a 20-minute briefing pack / slide deck for the Jobcentre Manager.

OPEN DWP - Social Benefits is an early-stage pilot concept applying PHC methods to support a cohort of approximately 200 voluntary Universal Credit participants over a 12-week period. The pilot is designed to create a practical, structured record of weekly effort and progress, capturing what was done, what was attempted, what blocked progress, and what happens next.

The approach is intentionally non-disruptive. It does not replace DWP processes, and it does not create employment or payroll structures. Instead, it provides a lightweight governance rhythm (timechunk logging, mentor support, and sponsor review) that makes progress and barriers visible early so participants can move forward with clearer next steps.

The first deployment is expected to be preceded by a PHC 7-Day Review and a short setup period to confirm roles, safeguarding, data rules, and onboarding. to confirm: which local authority or community host will provide the operational base and referrals, and who will be the named operational lead and evaluation contact?
