Report 1 marks the formal start of PHC control for the Nigeria Local Content Readiness Partnership.
The opportunity has moved from informal LinkedIn dialogue into a defined PHC formation project. Initial project records have been created for Framing Questions, Strategic Plan, Business Case, Manifesto, 90-Day Plan and PHC Proposal. These documents establish the current working position: Michael-Ubini Oluseyi is the local opportunity originator in Lagos, while David Winter / PHC Service is providing early structure, governance, documentation and readiness-method support.
The central operating principle has been set: the Nigeria-facing opportunity should be locally led by Michael and suitable Nigerian colleagues, with PHC strengthening the opportunity rather than taking it away. The project is currently at formation stage and is not yet a confirmed NCDMB contract, appointment or endorsed engagement.
The main barrier is incomplete definition. Michael has not yet answered the seven founding questions covering company formation, reach, partnership line-up, growth/revenue model, money flow, premises and funding. No raw data/tracker has yet been reviewed. No formal payment structure, client mandate, NCDMB authority, local company structure or confirmed team exists at this point.
There is also a relationship-management barrier to handle carefully. Michael may need reassurance that PHC support is intended to help him lead the opportunity credibly, not to take ownership away from him. This should be addressed directly in the next conversation.
The next work is to arrange a conversation with Michael and use it to clarify the opportunity, confirm local ownership, and agree the first controlled steps.
The Nigeria Local Content Readiness Partnership is a formation-stage PHC project exploring a possible Nigeria-based Local Content Readiness service. The emerging proposition is to help businesses, suppliers, local professionals and project stakeholders turn local content commitments into credible evidence, practical capability, readiness assessment and management-ready action.
The project originated from dialogue between Michael-Ubini Oluseyi and David Winter following public discussion around procurement readiness, evidence and credible assurance. Michael indicated interest in partnering for consultancy services to NCDMB, with payment expected only after a team is set up and a contract is signed. PHC has responded by creating an initial controlled project framework so the opportunity can be defined, evidenced and governed before any substantial external commitment is made.

Engagement position: early, positive and relationship-led. Michael has expressed interest in partnership and PHC has prepared a first controlled framework. The immediate need is a conversation to confirm facts, reassure local ownership, and agree boundaries for next steps.
