Child sexual abuse is increasingly facilitated online, including by offenders who create, maintain or enable abusive digital networks and services.

Effective online prevention, disruption and prosecution, with platform duties, enforcement capability and rapid safeguarding pathways.

Offenders may adapt faster than enforcement, scale abuse through online systems and expand victim access across geographies.

Current Situation:
The Casey audit said online offending has increased, the Online Safety Act places safety duties on services, and the Crime and Policing Bill includes a new offence for relevant internet activity intended to facilitate child sexual abuse.

Action Strategy:
Strengthen digital investigation capacity, enforce platform duties, target facilitators and administrators, and integrate online intelligence with local safeguarding.
