Recorded sexual offences remain high in England and Wales, with substantial victimisation across the population and higher prevalence among women, younger adults and disabled people.
Desired Outcome:
Reduced sexual violence prevalence, improved reporting confidence, and stronger prevention, investigation and prosecution across all victim groups.
What Could Go Wrong:
High volume may overwhelm justice and support services, while under-reporting and attrition continue to mask the real scale of harm.
Current Situation:
ONS reported 209,079 sexual offences recorded by police in year ending March 2025; survey data estimated 739,000 female and 162,000 male adult victims of sexual assault in the last year, with higher prevalence among younger adults and disabled people.
Action Strategy:
Align prevention, health, education, policing and prosecution responses; improve specialist support; and track both recorded crime and survey-based prevalence.
