Description:
Domestic abuse remains a major form of violence, including coercive control, stalking and harassment, with substantial lifetime prevalence and large volumes of police-recorded incidents and crimes.
Desired Outcome:
Earlier identification, consistent protection, improved case handling and reduced repeat victimisation across all forms of domestic abuse.
What Could Go Wrong:
Victims may remain trapped in abusive relationships, conduct crimes may be inconsistently recorded, and repeat abuse may escalate to serious injury or homicide.
Current Situation:
ONS estimated 12.5 million adults had experienced domestic abuse since age 16, with 1,350,460 domestic abuse-related incidents and crimes and 816,493 domestic abuse-related crimes recorded in year ending March 2025; stalking and harassment accounted for 188,462 domestic-abuse-related offences.
Action Strategy:
Improve multi-agency risk assessment, strengthen coercive-control and stalking response, protect victims earlier and monitor repeat-harm indicators.
