The full project foundation pack — including the Project Information, Framing Questions, Strategic Plan, Manifesto, Business Case, 90-Day Plan and PHC Proposal — is currently available only by request.

This is because the project is moving from public exploration into commercial development, and some material now includes investment assumptions, governance design, legal context and commercially sensitive information.
